From 24 March to 26 April 2021, the rules were tightened due to fear of a third wave, and then returned to the situation before 24 March due to a decrease in the number of people in intensive care.
From 26 April 2021, restaurants, cafés, and bars were authorized to reopen but only outside (on terraces) and according to very strict rules (maximum 4 people per table or only from the same household, etc.), with opening hours limited to 8 am–10 pm.
From 9 June 2021, because the situation was improving, the measures continued to be softened. Restaurants, cafés, and bars were also authorized to open their indoor space (also with the limit of maximum 4 people per table) and the opening hours were extended, from 5 am to 11:30 pm (inside and outside). Concerning the obligation to work from home, a 20% return to the workplace was allowed from 9 June. All other activities (culture, events, leisure, etc.) were allowed with specific protocols and a limit on the number of persons that varied between 50 and 400 according to the activity and the place (outdoor or indoor).
From 27 June 2021, the rules became more flexible and, for example, events (cultural, sports competitions, etc.) could take place with up to 2 000 people (or 80% of the room’s capacity) indoors, with a seated audience, wearing of masks and respecting safety distances, and up to 2 500 people outdoors, wearing masks and respecting safety distances. A 100% return to the workplace was authorised even if it remained not recommended. The number of close contacts indoor or the number of people per table in restaurants, café, and bars increased to 8. The opening hours of restaurants, café and bars increased, 5 am–1 am.
From 1 September 2021, there were no more restrictions on restaurants, café and bars (except for the wearing of masks when moving) and no more restrictions on close contacts indoors. Masks were no longer required in a range of public places (such as in sports and leisure clubs). Events with more than 200 spectators indoors and more than 400 spectators outdoors could be organised without previous restriction (wearing of masks and respecting safety distances) if the Covid Safe Ticket was imposed.
From 1 October 2021, discos and night clubs could reopen.
